Flash avatars?

I wonder if it's possible to use 'Flash' or something similar to allow us to 'construct' our avatars to make them look like our game characters. Heck, even a 'make your game character' sort of deal that allows you to save an image, for those of us who don't have TV cards and such to make nice images of our characters.
