No you don't need a cell. If you give the mag to a friend and ask them to feed it once, it will evolve.

my friend was so pissed off when he got his mag to lvl200, that it didn't evolve, he decided to give it to me. i fed it one difluid and it changed.

indian giver. had i not told him, he wouldn't have taken it back!

does it evolve into something cool when you give to a friend? or just one of their normal ones? i mean i don't really understand the question bishop, if you mean evolve into something better, you need a cell, but if you just mean to change it's shape cause yours looks dumb, then you can give to a friend and he can change from what lynx says. but no the stats can't change after you reach 200.
