What's the difference between Version 2 and 2?

I hear alot of talk of a Phantasy Star Online Version 2 as well as a Phantasy Star Online 2.
What's the diff?
They are both Dreamcast games, right?
And a bit more difficult question, when is it/they scheduled to release?

Oh, and I know this is a little off topic, but isn't Sega also supposed to be making another online RPG called Farnation? What's the deal with that one?
