Quick questioning of PSO's censor

I know talking about the retardedness of the censor in PSO in nothing new. I can understand why they censored shoes, basement and saturday because of certains words in it. My question is, In all of the censoring why is the word MASTURBATION and MASTURBATING allowed to slip through the censor if they even bothered to censor it. Is Sega and Sonic Team trying to say something?
