PSOBB: Heaven Striker + plot = ? (spoilers!)

Okay, so... the description of Heaven Striker is:

A handgun based
on secret military
blueprints.

Military? Secret? Sounds like WORKS to me, Leo Grahart in particular.
In 9 - 1 it was mentioned Pioneer 2 did see the meteor coming, but did not give any official statements because it supposedly would not hit either Ragol, or Pioneer 2. Now, if Leo Grahart had people develop the Heaven Striker, he probably had a very good reason to do so.
In 9 - 1 it was also mentioned that the meteor's course was altered by a ray of light, that came from Ragol. Last of all, this 12-star handgun is called "HEAVEN STRIKER".
Seems to me like Leo Grahart developed the Heaven Striker to make the meteor crash into Ragol.

Now here is my question.
Why the hell would he have wanted that to happen? X_X

I think it was named after the special attack (Divine Punishment, no?) just like the Heaven Punisher... don't think he shot the meteor down with it, after all, the average handgun doesn't have that kind of range ;p

I think the light that shifted the meteoroid was the combined energies of Falz and Olga Flow (Episode 3, Endu's Story).

There's no proof of what the light was, so whatever. >_>

By the way:
Meteoroid - Rock in space.
Meteor - Rock from space in atmosphere.
Meteorite - Rock from space on ground.
