You want the free service you have to wait on a list... er, waiting list.
Or you can pay 2 bucks and get on right away.
There's a little trick to outside linking on Geocities, which is what I use.

You have to change your signature to a .txt file.
to the geocities, how do you start your website? with the wizard or the option on the bottom? Everytime when I'm in the quick web page wizard with the 5 steps, I'd upload a pic and then try and change it to txt, but it always has jpg at the end and if you delete the jpg part it'll tell you there was an error and only jpg and some other format supported..
I just recently signed up with Brinkster. It's pretty good: 30 megs of space and up to 500 meg or 1gig bandwith transfer a month. banner free and cost free.
the only drawback is that you cant upload files greater than 1.5 meg. so if its a personal page with nothing much apart from images and stuff it'll fill the bill nicely. if you're thinking of mp3 storing or having video downloads forget it.
i think you can also get domain names but expect to pay a bit. otherwise its free.

hope this helps! ^_^

Don't try Geocities. It will NEVER handle all the bandwidth required to display your sig even half the time. -.-;;
Try Prohosting. They work the same way but you get a bit more bandwidth, enough to display your sig and have it appear everytime.
