I preordered my 360 copy a little over a week ago. I'm sure it'd be no different in Alberta. (I'm in Ontario)

If you ask to pre-order a copy of PSU and they can't figure out what you're talking about, then by all means, post signs all over the storefront declaring that they don't actually sell games at this retail location, and that people interested in purchasing such items will just have to go elsewhere to get their fix.
Canada is getting the game at the same time as the United States. They have it on their list here, so if they don't have it on their list there, then they're really off the ball.

I work at a retail store that sells video games (it's a fairly large chain, though I'd rather not give the name) and I can tell you that we do NOT have a UPC or SKU in our system for the 360 version of PSU. Some stores legitimately may not be able to order it yet.
Remember folks...do NOT take out your frustrations on the guys (or gals) working inside these places....they put up with a lot of crap and being nice to them will help you immensely down the road if you're a full-fledged gamer. Don't get all whiney and counter-poundy, but rather try to understand that a lot of this crap is out of their hands and often up to buyers and corporate staff who, most likely, don't know anything about games other than "they make money, let's sell them."
