A lot of the times after pressing accept for the ESRB warning, a message comes up saying "there has been an interrupt request" or something along those lines. It almost always does that when signing out and signing back in.
The only thing that seems to help resetting the power to everything (cable modem, router, 360, ect). But even that doesn't work all of the time.
