Montague won't say anything about enemy photons, he just mentions Elanor needs more work. Has the method to unlock Dr. Montague changed, or am I forgetting something?

Here's my method:

Beat the missions "The Missing Mag", "Claiming A Stake",and "Battle Training" first. Next, beat the mission "Secret Delivery". Finally, the mission "Doc's Secret Plan" will open up. Beat it, and you will befriend Montague. To verify this, go into the mission "Dr. Osto's Research" and talk to Montague. He will tell you to bring him monster parts to convert into weapons.
