Unfortunately I only see two ways out of that.

1) You convince the people doing it to stop. Good luck with that, they get off on causing trouble.

2) The US servers open before anything else happens, and they go abuse those instead.

These options are of course discounting the obvious 'Sega needs to stop making products with holes in them'.

There's a pretty simple way around ip blocking simply get a japanese ip address search google.

For a start this place looks ideal:

The biggest problem with the ip block though is what stops Broomop or whoever doing exactly what I've said above.

IMO only a small part of people would want to pay 15$ to just play and an even smaller part to pay 15$ on top of paying the premium subscription.

To be honest, I'd say report it.
People may see it as a catch 22 thing, but I think it actually shows something different. If a foreigner is willing to report these things, then it shows that they care about the game. Isn't this showing that there are foreigners that like the game and play by the rules and are even willing to try and make it better?
So I think reporting highlights that there are people who shouldn't be banned, and if we can do enough, then maybe we can avoid the worst case.

Reporting offenders is definitely better than sitting on a forum crying and moaning all day about the problem instead of addressing it in any way it can be done. Those who are apathetic to the cause but angry about the effect are a bunch of annoying pissants.
