http://www.phantasystaruniverse.com has been revamped and updated.

The new site is entirely flash and contains much more content. The update includes three screenshots, product information, story information, and character information.

Currently everything is in Japanese, but I'm sure you guys will have that translated in no time.

I'd say my excitement just increased ten-fold.

There's no www. subdomain to the website. It is http://phantasystaruniverse.com/

It's off-topic because it has nothing to do with playing or otherwise enjoying Phantasy Star Online.

As for why there is no www. added to PhantasyStarUniverse.com or psobb.jp, the websites are what is known as Class C meaning that www added on to the beginning invalidates the URL. See http://no-www.org/ for more info.

From that website:
