Incapacitate lv. 4 is the same as lv. 1. Status effect levels only determine the duration of the effect, not how often it activates...we think.

I could of sworn it was simple like the number (i.e. lvl 4) was the percentage chance multiplied by ten that each hit has to activate the effect (i.e. 40%)

I thought it was mentioned on Pspedia2 somewhere...I remember at least the entry for the rifle Frost Shot where it says it has lvl 1 freeze but actually procs like a higher level...had no idea it was something more complicated like the duration!

I personally feel it would be misleading if Lv1 andLv4 Incap had the same chance of landing. Why not just put SE: Incap without a level? But this is Sega so who knows.

That would make Tsumikiri Hyori game-breaking. 10% is already a huge figure for insta-kill.
