just got chaos riser 17 *shrugs* probably old news by now but sure as hell surprised me thought these would have to wait until XH AQ's or something

The patch notes explicitly say that discs exclusive to SHAQ will be able to drop at level 17.

Can regular SHAQs drop lvl 17 discs that are not exclusive to them?
I.e. could something like Tsukimi 17 or Sakura 17 drop there?

Also, have SHAQ capsule droprates increased? I seem to be getting a lot more of them.

No, just the exclusives.
