You can still play. Just temporarily disable OTP until they fix it.
I just logged in. It's all good on my end now.

Hey peeps!
Just tried logging in just now, servers seem to be quite congested, but it's refusing my OTP pass... I thought they fixed this? Seems to be happening again... :\
Can log into PSO2es just fine tho...
