Problems starting up on Tweaker

I have the Japanese PSO2 downloaded and recently got the Tweaker and downloaded the three English patches.. All the Tweaker files are in a folder on my Desktop. I have the PSVita version of the game if that matters or not... Help would be appreciated.

I think the problem may be that you have the game directly installed at "C:\Program Files (x86)" rather than in a sub directory like "C:\Program Files (x86)\PHANTASYSTARONLINE2." You could try reinstalling the game somewhere else as occasionally the tweaker can have issues dealing with the administrative restriction of the Program Files folders.
