When your inventory is full with items (max 30), doesn't all rares drop rate go to 0?
And when it is like that, you can still find a Photon Drop correct? And if it wasn't full, would that Photon Drop be the rare?
I just wanted to know because I had this experience with my Force, and I got a PD from a Canabin.

Even with 30 items in your inventory, it will still drop rares respectively for each drop rate, even Photon Drops. Photon Drops can be found in enemies, as well in boxes.

Your inventory doesn't affect the drop rates in any way. Also PD's are not considered rares by the game. They are classified as a Tool. So even if you had a "hacked" mag (over level 200) or stacked items, which disables rare drops, you could still find PDs.

PDs ARE rare
As long as they have a RED box and or YELLOW writing, then they are rare. More specificly, if they are 9 Star+
And photon drops are red with yellow wirting.
Cheats dont "determine" what is rare, and what isnt. Just because cheats make all weapon and armor drop rates 0%, and photon drops still work, doesnt mean that photon drops arent rare.
I just dont know how a 'cheat' can determine what PSO intended. It makes no sense..

So you are telling me that my Gush Laser is a rare item? I don't think so.
Not all 9 stars are rare. Neither is yellow writing.

Well. By PSO, if its a 9+ star it's a rare. So, yes, Splash. It is a rare. You and I and and alot of people just think that "?SPECIAL WEAPON" is a rare, However, not only the special weapons, but things like King Rippers, Gush Lasers, Charge Vulcans, etc.

Rare in the general accepted definition means anything with a set monster/box and a specific chance at that item.
In this definition, PDs are not rare. And as VS mentioned, things that affect rares would prevent 9* common items and PDs from dropping, but they don't.
9* common items do have the same text as rares, but are lacking the red box that many consider part of an item being "rare".

Finding a PD is a rare occassion, and it has a % to drop like any item, however unlike the actual "rare" items in the game, it is not tied to any specific enemy/s, box or event. The game treats the PD as a Tool item. It can drop from any enemy or box (except for drop specific boxes.)
As I already mentioned, if you use a mag over level 200 or have stacked items you will no longer be able to find "rares" (as defined as any rare item that is specifically tied to an enemy, box or event.) However, you can still find PDs. So I guess technically you could say that finding a PD is rare, but it is not controlled/nor affected by the same parameters that other rares follow.

Well. someone told me that in ult. 1/125 was the drop rate of a PD or chance from a box or an enemy..

Here are the %'s for PD drops for Ep.1 & Ep.2 (they are the same lol.)
Normal: .15%
Hard: .2%
V.Hard: .5%
Ult.: .8%
