There's this thing called "Rena" that I hear is good at making them. >.>
Otherwise, Photoshop, Fireworks, even Paint, or some other picture editing program. |

Just find a crappy anime picture, photoshop on some cheesy lines with lots of ellipses (e.g. "To protect the world.....One must first protect their heart") and add your character's name on it somewhere.
