Given that Twin Handguns get an elemental mod of 36% at 31, I seriously doubt it.

Rifles get a 33% element mod and gain 2% ATP per level, as opposed to twin handgun's 36% element mod and 1% ATP and 1% ATA per level. So, rifle damage relative to twin handgun damage actually increases. However, if you only use rifles for SE, the extra element and attack power are meaningless to you.

Rifles get 33% element at lvl 31-40 twin handguns gets 36% element at 31-40. But rifles do gain 2% atp per lvl while twin handguns 1% atp and 1% ata per lvl at the lvl 31-40 range. So at lvl 40 elemental rifle bullets would have 10% higher atp % mod. But at lvl 110 your character's base atp is so high that 10% can't make up the difference.
Using the 10* yohmei rifle and lvl 31% dark bullets plus buff item I do around 720~750 damage per hit against lvl 110 normal dfp light monsters. Using deathmaker +10 and lvl 33 dark twin bullets plus buff item I do 640-670 each hit on average against lvl 110 normal dfp light monsters. Even a phantom +10 plus wearing phantomline can not equal the damage of twin handgun bullets lvl 31-40 against most monsters.

Golto is right too though. Even though it increases relative to twin handguns, it's still not nearly enough to offset the twin handgun damage advantage. It's just in a situation where rifles would be favorable for damage (De Rol Le and Magas come to mind..), getting them at a higher level makes them even more favorable.

I'll probably get mine to 40, but I am certainly not looking forward to it. Emptying three Phantoms got me 2% towards Lvl 31. Meanwhile, I got my Majarra from 10->20 in about 3 hours. FUST

Regardless of ATP or Elemental properties, it is always an issue of which gun can hit more often as well. A Rifle can land 100 bullets in a minute while Twin Handguns can land 160. So going by those numbers, each Rifle bullet has to do 60% more damage than each Twin Handgun bullet to reach the same damage over time. So if a Twin Handgun bullet hits for 600, then a Rifle would have to hit for 961 to do more damage.

If i counted correctly it will take 8400-8500 hits to get a rifle from lvl 30 to 31 fyi.
