It changes your Mag from any non-rare to a special one. Mag cells will give a Mag that is unique in design (most of which can be found here: http://www.pso-world.com/sections.ph...cle&artid=1016 ). Also most Mag cells require certain conditions to be made.

On GC/XBox/BB, Mag Cells were only available online from holiday Rappies (specifically the Christmas and Halloween ones).

Pretty much special Mags, or themed mags.
Such as you can get a DC themed mag or a Devil wing themed mag. there ar emany types.
