Nope. Cheating is duping, hacking, altering your character through means other then the way it was intended to be made. Stuff like that

Nope. ST would have fixed it both offline and online if they thought it was cheating. It's just for impatient people.

No actually impatient people don't do this because they'd go insane piping back and forth for hours on end just for the chance to get a rare monster. And then when they finally get the monster they were looking for it will drop meseta or something like a monomate. . .

It wasn't intentionally "fixed" online.

The reason it doesn't work online is because the servers store the data for the monsters, so everyone sees the same ones.

Offline however, it is not saved anywhere, and new data is given to the monsters apon piping back down.
