Yeah, but the CSII laser animation fires in a horizontal arc which hits multiple enemies for much less damage than the sustained fire of CSI. It's of little use against enemies with large HP pools and the power to knock you around, like the Shinowa Hidoki. A case could be made for crowd control, but with the three attack burst from a charged shotty, I find that it preforms better than Laser CSII even against most ranged resistant enemies. Plus, there's the knockdown effect which can give you the much needed time to retreat and reposition yourself rather than getting gang-rushed mid-animation. I don't recall the laser CSII being able to do that.
If anything, the laser is more of a substitute for the rifle via CSI, though it sadly lacks the range needed to be truly effective. Still, when it's in range and there's a decent chain built - the laser CSI can be devastating for sustained fire on a single target. If it's CSI ignored ranged resistance too, it would have a more permanent place in my pallet.
On the plus side, Laser CSII makes a great Positron Bolt for my Wren alt.
