Can I make a Robochao 10/120/70/0 or does it have to be OVER 70 or EQUAL to 70. Which is it?

You should be able to use the cell on that mag, as long as it is a non-rare mag. Meaning name is in white letters. To do it the safe way use the cell offline, if it fizzles, just hit the reset button. Since your offline you can reset and not lose anything in your invintory. It just reverts to you last save.

Alright cause the site says 2 stats > 70 I was begining to think I needed 1 more point in Dex.

I made my Chao with one or two of the stats at 35, and it worked fine, so you should be ok. Just do it offline and soft reset, you'll be safe that way.
