Maybe I'm missing something but I don't think it is implied. I think it is stated that it's against the rules. Unless if it is mentioned in a signature. That seems reasonable. It seems feasible; if you want people to know about that site then you ought to have it in your signature already.

On your second point, despite your suspicions the moderators are human. They won't have time to take care of the site all the time. They probably won't spot every infraction on the site. And they might even disagree with you that the situation you describe is similar to what this thread is about.
Whatever the case, you're probably not really arguing that because a rule wasn't applied on one occasion that it should never be applied. Because if you think about it that would be ludicrous.

And despite your suspicion, the moderators are also not retarded. I think they would notice at least some of the links to external sites not affiliated with either Sega or PSO-World, for example those they themselves are posting, commenting on or adding to the stickies. You can bet that that rule is not dictated with iron fist when half of the main page is referencing external sources of some sort, and of course a sudden change like the one discussed here would make a few eyebrows rise. The main question here is: what is the threshold? Does that rule get invoked when it gets invoked, are are there any guidelines? Was that thread just an example, so people remember that such a rule even exists?

Where did you get that? I have nothing but respect for the mods on this site.

Does Sp-24 imply the moderators are machines AND retarded?
Is Sp-24 genuinely concerned about the applications of the rules on PSO-W?
Or is Sp-24 just an argumentative prick?

What do you know, looks like people do not like it when somebody else just posts random assumptions about them. Who would have though? (Irony, yes)

Anyway, my point stands. In fact, I'd also like to add that we don't expect rules on the internet to have been composed by an attorney at law, so when seeing a contradictory entry like that we just use common sense. In this case, I'd personally rather go with "no excessive posting" than with "mention it and get banned". I know very well that moderators are humans, too, in case you are actually thinking otherwise, and that like all humans, they can make a mistake, which I believe this whole situation to be. This thread is a way to ask them to reconsider their decision and to clear up the unfortunate implication that we are automatically put in danger for even mentioning that site, and this continued argument assures that it will get noticed. Woops! It was me who said that not Sp-24. It was a joke but had a meaning to it. What I meant was: lets say Ryna for example put forth his/her opinion on one of those threads, on his/her Moderator Account: Ryna. People would put more of a opinion and debate whether his/her action was justifiable, beneficial, rational and logical and come to a compromised conclusion. As the intent of these OP's weren't there benefiting themselves (as we all can see), but merely the community and adding to people's awareness, that such sites exist, which can contribute to their learning.

Instead we get some re-birthed Moderator's account that has only 30 post, which only implies Rules and Regulations. This account has no purpose of coming to a 'even' compromised conclusion between the forum poster(s) and the laws of the site. But only their to serve it self (which is the site). A no freedom of speech situation, a like it, leave it or get banned. Equivalent of being in-front of a police officer without a gun (Ryna), then being in front of one with a gun (PSOW Moderator), while trying to uphold your opinion.

While the upload thread does have elements of self-promotion and site advertising, I'll have it re-open for reference and discussion with the OP.
