What do they mean by that? Are they two different games? If so, have they both been released?

ep1 and ep2 are two different parts of the story. you can enter both on and offline with the same character you play.
ep1 is all the story and levels from the dreamcast versions and ep2 consists of all the new areas...

Phantasy Star Online Episode I & II is the title of the Gamecube and X-Box versions of PSO. It's called that because there's two separate episodes contained in it. The original areas and storyline is referred to as episode I. There's a second set of areas and storyline added, and that's referred to as episode II.
