Can anyone help me how to...

...connect to a server and a channel using the command line?
...find out where files are and how to access them?
...and lastly, how to download those same files?

There's about 500 irc clients so you should be a little more specific.

I'm very sure he's talking about fileservers, XDCC, TDCC, etc.

If so, the commands are in the channels when you join them.

/server <server>
Will change the current server.

/server -m
Will connect to the server in a new window.
