I don't know why you can't get an answer. So, here's what I got on it.
The 'no more rare drops' thing is for PSO+, which is on GC, and currently in Japan only. However, it is very well possible that similar code will be installed on the XBox servers, so it would apply there too. Of course XBox PSOers wouldn't have to buy a new PSO, as they can download the patch from the server. Once the patch is downloaded, it would also apply to offline games.
It seems the MAGs that cause the trouble are impossible MAGs with levels way over 200. On GC there is a whole range of MAGs at lvl1300 and lvl1304. The Al Rappy thing is definitely a hack.
Typicaly a hacked MAG is one that can't be made through normal gameplay. Besides the lvl200+ ones, be on alert for any MAG with an attribute at 195. With the exception of the system mags (Mark 3, Master, Saturn, Dreamcast) these are not possible. Until Christmass these system MAGs were impossible on XBox. These System MAGs are also the (now possible) MAGs with no Photon Blasts.
Exactly where the MAG has to be to trigger the no-rare isn't clear to me. However, since it influences others than just the owner, (and the systems of others don't get sent a list of what you have in store) I would say it takes effect if it is in the players inventory, possibly only when equiped.
