I was trying to unlock soul of steel with my oran huc so I could start the long search for my lavis cannon, but for some reason even though I beat Doc's Secret Plan it's still not open, are there any more requirements that I don't know about?

Anyone? Do I need to clear all the mines quests too?

The guide here is a bit off for the requirements for those two quests. I can't remember what the requirements are, so try to clear some more of the Ruins quests and they should show up.

I figured it out, you have to beat unsealed door and doc's secret plan to unlock. Someone might want to correct the guide....
