Heh, sounds good to me...
but there's 1 problem-I know a few people who would make a very simple quest and be able to get any rare item they want from it.
One way that could be fixed would be to have the editor decide what rares you get and on what difficulty you get them depending on what you must do in the quest.
If this gets to Sega, and they like it, let's hope it has a user friendly interface, an easy to use map designer (like the one that comes with StarCraft for PC), and that Sega will send it to your mailbox on a CD so you won't have to download some huge file off the internet.
ProTip: To damage your credibility, simply call any of the Phantasy Star games "massively-multiplayer."
