About Government//Lab Quests:

Basically you must talk to Momoka and complete "Government Quests". These government quests are like part of the storyline for the government investigation (more indepth compared to the old PSOs)

Quest 1-1: Forest
Talk to the principal.
Talk to Irene.
Go down to Forest 1 and fight your way to Forest 2.
Defeat all enemies in the room east of you.
Collect the item from the crashed spaceship.
Complete Quest.

Quest 1-2: Forest
Talk to the principal.
Talk to Irene.
Go down to Forest 1 and fight your way to Forest 2.
Activate the Totem to unlock the gate to the Central Dome.
Defeat all enemies outside of the Central Dome main entrance.
Complete Quest.

Quest 1-3: Defeat The Dragon
Talk to principal.
Talk to Irene.
Head to Dragon and whoop his ass for the 23472346923th time.
Complete Quest.

Quest 2-1: Explore The Caves
Talk to principal.
Talk to Irene.
Eliminate Caves Monsters From Caves 1.
Complete Quest.

Quest 2-2: Find The Totem
Talk to principal.
Talk to Irene.
Find the Totem (The Pole you use to open up ruins in Cave 2)
Complete Quest.

Quest 2-3: Clear Cave 3 Monsters
Talk to principal.
Talk to Irene.
Go to caves 3 and clear the "Endless Nightmare" room. (Note: this room has a time limit of 9 minutes)
Complete Quest.

Quest 2-4: Defeat De Rol Le
Talk to principal.
Talk to Irene.
Go to De Rol Le and have a very annoying long battle.
Complete Quest.

Quest 3-1: Mines 1
talk to principal.
Talk to Irene.
Clear the enemies in Mines 1.
Complete Quest.

Quest 3-2: Mines 2
Talk to principal.
Talk to Irene.
Clear the monsters from the "S" room in Mines 2.
Race to the end of Mines 2. (This part is timed.)
When you are in the last room, you notice some clouds are pushing you back (if you run of course) . Walk slowly to manoveur through them.
(There is a bug in this quest but I will not mention)
Complete quest.

Quest 3-3: Defeat Vol Opt
Talk to principal.
Talk to Irene.
Defeat Vol opt.
Complete quest.

Quest 4-1: Mines 2 and Ruins 1: Unlock the Spaceship door.
Talk to principal.
Talk to Irene.
Head to Mines 2 and locate the totem//pole.
Go through the control room and enter the Ruins.
Clear monsters from Ruins 1.
Complete quest.

Quest 4-2: Ruins 2: Obelisks Time Attack
Talk to principal.
Talk to Irene.
Start in Ruins 2 and locate all Obelisks (The Stones Where Rico Talks About Ruins Being *Spoiler* Spaceship and stuff). Make sure you activate 3 Obelisks before entering the starry teleport where it takes you to another portion of Ruins 2. These obelisks are quite spread out and you almost need to enter every room in Ruins 2 to activate them all. Once you activate all three obelisks, head to the next Ruins 2 and activate the Obelisk there. Once activated, move towards the door and behind you a teleport will spawn, enter it and clear all the monsters.
Complete quest.

Quest 4-3: Ruins 1&2 Special Storyline
Talk to principal.
Talk to Irene.
Clear Ruins 1&2 while hitting certain hallways that have messages that popup to you.
Complete quest.

Quest 4-4: Ruins 3
Talk to principal.
Talk to Irene.
Clear monsters from Ruins 3.
Complete quest.

Quest 4-5: Final Battle
Talk to principal.
Talk to Irene.
Go through Ruins 1,2 and 3.
Defeat Dark Falz.
Complete Quest.

Quest 5-1: VR Temple - Adaptability Test 1
Talk to Natasha.
Talk to Dan.
Clear monsters from a certain area in Temple.
Complete quest.

Quest: 5-2: VR Temple - Adaptability Test 2
Talk to Natasha.
Talk to Dan.
Clear monsters from a certain area in Temple.
Complete quest.

Quest: 5-3: VR Temple - Adaptability Test 3
Talk to Natasha.
Talk to Dan.
Clear monsters from a certain area in Temple.
Complete quest.

Quest: 5-4: VR Temple Time Attack - Adaptability Test 4
Talk to Natasha.
Talk to Dan.
Race to the end with only 15 minutes to spare.
-Gain 30 seconds for clearing a room.
-Gain 60 seconds for finding a glow ball.
Complete quest.

Quest: 5-5 Defeat Barba Ray (2 Or more players needed) - Adaptability Test 5
Talk to Natasha.
Talk to Dan.
Destroy Barba Ray.
Complete quest.

Quest: 6-1 VR Spaceship - Adaptability Test 6
Talk to Natasha.
Talk to Dan.
Clear VR Spaceship 1 monsters.
Complete Quest.

Quest: 6-2 VR Spaceship - Adaptability Test 7
Talk to Natasha.
Talk to Dan.
Clear VR Spaceship 2 monsters.
Complete Quest
Note: You only have 1 life in this quest. If any of your teammates or you die, you fail the quest.

Quest: 6-3 VR Spaceship - Adaptability Test 8
Talk to Natasha.
Talk to Dan.
Clear monsters in VR Spaceship 2 (difference is that there is a door out of the room if you need to take a breather)
Complete Quest.

Quest: 6-4 VR Spaceship Time Attack - Adaptability Test 9
Talk to Natasha.
Talk to Dan.
Race to end with only 15 minutes to spare.
-Gain 30 seconds for clearing a room.
-Gain 60 seconds for finding a glow ball. (location: Spaceship Alpha: Room with many security poles (rectangular shape room), Room with 1 Security pole in the middle (square shape room) Spaceship Beta: In the four switch door area. (Opposite of the four switch door)
Complete Quest.
Note: This quest is quite difficult without any teamwork...

Quest: 6-5 Defeat Gol Dragon - Adaptability Test 10
Talk to Natasha.
Talk to Dan.
Run through VR Spaceship Alpha and Beta.
Defeat Gol Dragon.
Talk to Elly.
Complete Quest.

Quest 7-1: Jungle North//East - Message From The Past
Talk to Natasha.
Talk to Elly.
Clear the Mericarols (Yes more than 1...) from Jungle East.
Activate Central Control Door switch.
Complete quest.

Quest 7-2: Jungle East//Mountain
Talk to Natasha.
Talk to Elly.
Kill Mericarol.
Clear the Gibbles from Mountain.
Activate Central Control Door switch.
Complete Quest.

Quest 7-3: Mountain//Seaside
Talk to Natasha.
Talk to Elly.
Kill Gibbles.
Clear the Gi Gue from Seaside.
Activate Central Control Door switch.
Complete Quest.

Quest 7-4: Central Control Area
Talk to Natasha.
Talk to Elly.
Clear the Sinow Berill//Spigell spawns.
Defeat all three platforms containing monsters from Jungle, Mountain and Seaside.
Complete Quest.

Quest 7-5: Defeat Gal Gryphon
Talk to Natasha.
Talk to Elly.
Activate Central Control Door switch in Jungle East, Mountain and Seaside.
Head into Central Control and defeat Gal Gryphon.
Complete quest.

Quest 8-1: Seabed Upper Levels - You Sleep In The Bed, Mono
Talk to Natasha.
Talk to Elly.
Clear Seabed Upper Levels monsters.
Complete quest.

Quest 8-2: Seabed Lower Levels - End Of Desire
Talk to Natasha.
Talk to Elly.
Clear Seabed Lower Levels monsters.
Complete quest.

Quest 8-3: Defeat Olga Flow
Talk to Natasha.
Talk to Elly.
Go through Seabed Upper and Lower levels and defeat Olga Flow.
Complete quest.

Note: I swear SEGA did these necessary quests so people can't beat the game so fast -_-a;;;

As for the hotbar, no idea. Customizing your 6 buttons like normal is the same as in Xbox/GC though.

Opening Caves? I would think playing "offline" would accomplsh that (last option in Mode is for single play). I'll try that when I get a chance and see what happens.

Those only give you offline quests. not offline itself.
