Hideaki Kobayashi and Kumie Fumatani composed Phantasy Star Online Episode I & II's soundtracks. Kenichi Tokio joined the two for Episode III's soundtrack (which is why it has a stronger emphasis on techno). I assume the same folks worked on the new tunes for Episode IV; I don't own it, and a soundtrack hasn't been released so I have no idea.

Pray tell, where can I buy it then? Pack in OSTs don't count, because I'm not about to plunge money for another edition of PSO. I want the soundtrack, not the game.

Motoi Sakuraba arranged the intro screen music. Motoi Sakuraba also composed music for Tales of Phantasia and Golden Sun. He's my favourite games-music composer.
