How do I get these in Gallons Shop, anyhow? And do they have better stats than Secret Gears/Delsaber Sheilds (Which I'm still stuck with despite having a lv130 char, a lv110 char, a lv81 char, and a lv61 char.

From what I understand, you need to earn 300 points from playing the various mini-games. Once you do that, talk to Gallon. You will be presented with a "Buy ???" option.
