Well,
technically, The Dark Forces and Falz's from the original series all died when they were defeated. They were merely extension into the copporeal world of a far greater power which could only manifest it's presence in Algol once every 1,000 years, giving it the apperance of ressurection.
It's like cutting the head off a Hydra - but you only see and fight one head at a time. It'll keep "reincarnating" until you finally manage to see the actual beast and slay it.
In PSO's case, Dark Falz was sealed away - so there isn't much he COULD do but rest. If you make the choice to believe Sonic Team and disconnect the series, then it would be possible to say that the Dark Falz in PSO does reincarnate and rests to gather power. Though traditionally, Dark Falz/Force's hiding has always been a way to manipulate people and events without being discovered - not to gain power.

He very well could be. Though the link doesn't necessarily have to be through D-Cellular infections. The Profound Darkness (and in PSO's case, Dark Falz) has always had the ability to create minions - even in places such as The Rift where there is no biological cores to infect. The Chaos Sorcerer and Chaos Bringer (both old school PS monsters) are examples of this.
However, there also isn't anything to say that "D-Cells" weren't a part of the Profound Darkness/Dark Falz from the very beginning of the series. We just didn't know about them since the topic never came up.
Though in PSU's case, I would have to agree that the "D-Cells" in some form or another are back - simply because of the way SEED spreads, by "infecting" an area. Though they might not necessarily be D-Cells.
