Yes, Sega has revealed a page for Phantasy Star Online Blue Burst USA. you can check it out here. They've put up 12 pictures as well, although like the one above, they seem to have a enemy debug mode on. Release date still set at Spring 05

Blue Burst USA has gone live, a day before it was supposed to begin. There are currently no details at psobb.com, however if you look here you can now sign up. Players are already online so what are you waiting for already?

Sega's Europe site has named a date for Phantasy Star Online Blue Burst to come out in europe. It is set at June 2005. Also mentioned along with the article is that Episode IV will be released along side of Blue Burst, which confirms theories as to why the download of the US version isn't free.
Wait a minute... why is the USA still at Spring 05?
Also make sure to check out the video while you're there if you still have no idea what Blue Burst looks like.

The PSOBB USA siteis now live here. Big thanks to clumsyorchid for this info. (one of the Blue Burst GMs.)
Beta will begin on May 10th.
EDIT: Upon closer inspection of the site, it appears that Episode IV WILL be bundled, given the box art that is being featured in the front page flash animation. I'll find out more details as soon as I can.
EDIT 4/28: The boards have gone up at this location.

It started December 21st, 2000. A huge explosion took place on a planet named Ragol and a game known as Phantasy Star Online made its entrance into the world as the world's first console online RPG. Players using a 33.6 kb/s modem included with their Dreamcast were greeted with a list options including Ship Select and Download. And inside of Ship Select were names such as Oberon, Puck, and Miranda.
The story continues 7 months later with the release of Phantasy Star Online Version 2. This version included many new features. Character levels up to level 200. Battle mode, where players could fight against each other in a person vs person environmentand, and Challenge mode, where players fought against the timer to clear areas at low levels and no trips to Pioneer 2 were allowed. Lastly, Ultimate mode. The way to boost a character's exp rates even more, and the introduction of the dreaded tripple zero damage.
The game was then ported to windows with a Japan only release on December 20th, 2001. This version was essentially Version 2, but with an extra feature. Players could store many more characters than on the dreamcast version.
The adventure continued months later on September 12th, 2002. Phantasy Star Online Episode I&II was released on the gamecube. However this would be a huge downfall for Sonic Team, because a huge bug was found in the game which required issuing of a new version which players would send their old disk in and get the new version 1.1. This bug was found before the US version was mastered however, so there was americans didn't have to send their disks back.
And a few months later on January 16th, 2003 Phantasy Star Online Episode I&II was released on Xbox. The XBOX eventually turned out to be a huge flop in Japan, however JP players were given this version for FREE with purchase of an XBOX live account, as Live was required to even play offline mode.
The adventure once again continued on November 27th 2003. The gameplay took a complete change of pace here, going from real time 3d hack and slash, to a card game. Using the C.A.R.D technology the story of Phantasy Star Online was wrapped up with the landing of Pioneer 2 on Ragol...at least we thought it was the end.
On February 3rd 2005, the world was introduced to Episode IV. This lost chapter in the saga of Phantasy Star Online took players to a time before the events of Episode III, where an asteroid had gone off its path of traveling around the cosmos, and was redirected towards Ragol.
Adventurers continue to fight in the new landscapes found to this day.d as time passes we are now closing in on the 5th aniversary of Phantasy Star Online. On December 21st, Phantasy Star Online will be 5 years old and sega has some big plans to send the series out with a bang that will last the players until Phantasy Star Universe is released.
First and foremost, Episode IV will become a free download on JP servers. This is so Sega can make way for the 2nd big announcement.

Yes, The third Maximum Attack has been announced for JP gamers. While it is unknown what areas it will take place in, it is confirmed to take place in Episode IV. With Net Cash as the sponsor, we can be sure to see some fantastic prizes before we say goodbye to Phantasy Star Online and hello to the Phantasy Star Universe that looms in the future.
Also while there is currently nothing in the works for US/EU servers, hopefully we will get a piece of the celebration as well.

Due to an apparent glitch, episode IV is not being released today, and will instead be released on Tuesday the 28th. Maintenance times are still unknown.
There's good news under the "read more..." however.

I just got off the phone with the people at NCSX. They still have not recieved copies of Blue Burst Episode 4 yet. After this long, I've had enough and have removed my order from them. If anyone else would like to do the same, there are other options still as to whom one can import from. Play-Asia, which I'm not sure of, and also Himeya, which I do understand has sent copies out.
Update: I took a little scan at NCSX and saw this little note. Preorders for the Japanese PC import Phantasy Star Online Blue Burst Ep. 4 ship automatically on February TBA, 2005. Please note that our supplier in Japan has not shipped the game yet for unknown reasons although the game has been released already and we are now waiting for arrival. Anyone who still hasn't jumped ship may want to do so now.

After assumptions made on the last update for Blue Burst USA, the game was patched for Vhard without the servers even having to go down today.

Blue Burst JP however will soon be celebrating its 1 year aniversary. A number of different events will be taking place.
Challenge mode is being put into a special mode where multiple types of things will be tracked amongst players such as who killed each individual boss the most between june 21st and July 12th.
Like to draw? Send your art in to sega. Winning pictures will be displayed on July 28th.
Is music more your taste? Well then send in your best music based on PSO and the best will be turned into disks at Gallon's Shop on July 28th.
Or perhaps you're more of a photographer? Turn in your best screen shot and the best will be announced on July 28th.
On June 23rd Sonic the Hedgehog Celebrates his birthday. Find him around the lobbies.
from June 28th - July 5th all episode IV drops will have rates multiplied by 2.
On July 8th, the team of the year will be announced.

Edit: It has come to my attention that many have been misinterpreting this post to say that episode 4 drops for the USA version will be increased. That is not so and I fail to see how many people made that error. I have separated the post with a number of hyphens, to hopefully avoid this issue in the future.

It has been confirmed by Clumsyorchid that characters WILL carry over into the retail version of PSOBB. You can find answers to that and other common PSOBB questions here.
