PSU-XBox 360: Question about shops

Just a quickie. I have come across 1 or 2 shops in the past that when I try to enter I get a message "You cannot enter this room at this time".

Have I been blacklisted by this player or is there some other explanation? I am a pretty sensible and friendly player a don't know why anyone would have reason to blacklist me :/

Perhaps the room just happens to be full at the time. I think there is a maximum occupancy on rooms. Even the Guardians Colony has Fire Marshalls....

Either that or the owner has you blacklisted....
