What is the cheepest way to raise pm armor?

create new CAST character, strip off the parts, put them in the common box, rinse and repeat. Feed the parts to your pm

make lots of mesta doing S rank runs. Buy arm units for 400 meseta a piece. While doing this, also buy 1*, and 2* armor boards from player shops on the cheap and synth low level armors.
Feed these to your mag.

every time you play you should be adding at least 2 levels onto you PM.
