what does it mean when the file folder next to some forums swirl or flash or move in some sort of way?

A flame means a Hot Topic [more than 10 replies]. A *red* folder means there are new posts since last time you logged in. And a normal colored folder means that nothing new has been posted.

Next time, be more patient, and please don't double post.

Instead of triple posting, you need to give people a chance to respond. If you look at the bottom of the Forum Index page it explains what the icons mean.
