What are the most popular?

Do I need permission from the person who owns that server? If so how do I contact that person?

it shouldn't be a problem talking about the private servers after the PSO GC server shut down because there wont be any competition for it.

In any case i don't make the rules but still i don't see them right closing this topic right now in this particular scenario.

PSO-World staff will make a decision after the servers are shut down. People making topics like and breaking their rules are part of their consideration. I strongly suggest waiting till April patiently. Making these topics only harms the chances of making them available on these forums.
