I like the approach of some questions to the issue.

By the way, some of the questions are a little vague. Such as the one about a story being important to a game...

That's really variable. For instance, a good story is basically a necessity for making a good RPG, whereas, with something like Tetris, it doesn't matter, in the least. It really depends on the type of game.
