Grinna Bete S drops it (any rank, as far as I'm aware). To encounter them, you need to get the rare-spawn map variation in a mission with Grinna Bete C's. I'm not sure about Desert Goliath, but I know you can find S's in Endrum Remnants.

For the correct spawns to get a rarespawn map variation, I think http://www.psupedia.info has rarespawn map layouts.

Good luck. I've been hunting Grinna Bete S forever. I've killed at least 30+ and most of the time they won't even drop meseta.
