So is this wand rare? Is it worth anything cause i just found it and i have no clue really what it is

Its not that rare, you will find a bunch of them in Ultimate with Pinkal ID. It isn't a bad wand for a FO tho, especially if you are gonna be using lightning techs (gives a 20% increase to a lightning spells).

Most 9-star rares are pretty common. It all depends on your section ID. 9-star FO weapons are ridiculously common for Pinkal ID... but for other IDs, they could be pretty rare. On my Whitill ID, I found tons of rare Slicer-types (all three), DB's Sabre and Varista... but no rare partisans (until I found the Red Partisan).
