Yes, if you play on private servers rather than the official ones. The population of private servers is usually much less than that of the official servers though.

About the population; Blue Burst is the most heavily populated of the variety of PSO's (GC, Xbox, DC, PC, and BB). The GC servers are pretty much dead (and closing), the Xbox servers are okay, the DC one's are probably dead too (and also closing), and I don't actually know if there is a PC server, let alone how populated it is... http://www.pso-world.com/images/phpbb/icons/smiles/icon_wacko.gif

As for the official Blue Burst servers being the most populated, I have my doubts about that one. When I went on November, the highest population I ever saw was 50 people at one time.
