online mode question

if i start playing online do i have to make a new character or can i play as people i made in extra mode

In short, no.
Save data for online & offline are not connected in anyway. Offline on your card/PC, online on Sega's servers.

i have another question, for the small ps2 do you have to buy an adapter to play online or do you just plug in the internet chord and play (after you buy the gaurdian's licence first)

If you have the slim PS2 version, just plug in the ethernet cable. Otherwise, you'd have to get an adaptor for the older model.
