It's not Yov-, it's "You!" as in "Happy White Day to You!". That's what the sign says.

It's really just about compressing the time. More like speed runs... The area gives about 21k+ exp and your goal is to get fast runs of up to 12-15 mins. That way you know you're getting more exp for what time you're running it XD

Supposedly only the kubara weapons using enemy parts have a fixed rate, the black market weapons have their own custom rates. Granted I noticed that the two Harrisen fans and the Flour. Bulb don't have fixed rates either... So far, I haven't seen a single weapon with a fixed rate >.>
