Did they shut down the servers for psobb, becasue when I try to go to the billing site it wont work.....

There has been no announcement about a PSOBB server shutdown. The billing server just maybe experiencing some problems.

A number of users have been experiencing issues with billing on PSOBB, with most of the instances I have seen tying into having an existing account on PSU.

Please submit a report form to SEGA directly at the following link, and the billing team should be able to help you out.
