You take the Rappy's wings to Doctor Montigue in the quests after you complete them all, he'll turn it into a rappy's fan as for photon drops i believe thats an online quest, you can find out which one it is on the GameFaqs website under Pso Episode I & II
btw Nice quote i remember using that as Exodus back on version 1 and 2.
