PSU-Item: Halp Serafi

The Item Database shows that the Halp Serafi is a 12 star weapon.
It is actually a 10 star weapon.

EIDT: The Serafi Feather also needs to be changed from 12 to 10 too.

It was probably just overlooked when the item stats were being updated a couple of weeks ago.
