moding easier on PS2 or PC

well i was thinking about this the other day, what do you think it would be easier to mod a PS2 or PC on PSU? on PS2 you dont have all the gamegards and stuff but you have to get the mods on it by memory card or router whail on the PC you can just download it off the internet but you have all the blockers so you would have to find a way to get around them, what do you think would be easier?
