on the xbox 360 announcement about the Amy statue, after the entire article, there is a random quotation mark(") at the bottom.
Is there supposed to be a quote there? or just a random quotation mark(")?

That is a side-effect of publishing a user-submitted news article. The last quote is supposed to encapsulate the entire article.
