i need help

i just got the pc version of psu and it was working last night but everytime i try to go to either story mode or network mode a message shows up saying error and then some words in japanese or chinese under it but i cant read it and ive check sega.com and phantasystaruniverse.com for support but i cant find anything on it. so can someone please help if you know what im doing wrong because ive uninstalled and reinstalled it at least 5-6 times.

ok im getting mad at this stupid error it keeps popping up when i click either story mode or network mode and ive had to reinstall the game at least 10 times now and it keeps popping up please if someone know anything about it or about what i should do please help me
