A little while ago when I tried to access to Pso-world.com it brought up Gamespy and said that there was a error or something, but it would not let me enter, but now it is alright.

it happens because of server flooding or server maintenance...nothing to be worried about in both cases as it happens to most sites that have a lot of users.

PSO-World is hosted by Gamespy and they will perform unscheduled maintenance. Whenever that happens, you will receive a Gamespy maitenance page. Usually the maintenance periods are fairly short.
